In 1928, the Meriam Report was issued, in which conditions of the Indian people were described as deplorable. In 1934, under the Roosevelt administration, the Indian Reorganization Act was passed, fulfilling most of the recommendations of the Meriam Report as to how to improve living conditions for the Indians.
